Independent Cost Review

The Independent Pricing and Regulatory Tribunal (IPART) is responsible for assessing Contribution Plans submitted by local Councils. Contribution Plans outline Council local infrastructure requirements from new developments. The Contribution Plan will cover Council’s policy for assessing, collecting, spending and administering development contributions. Council will charge development contributions from developers to fund public infrastructure requirements associated with new developments to meet the needs of incoming residents in the area.

Independent Transport Infrastructure Cost Review

The Independent Pricing and Regulatory Tribunal (IPART) appointed Axess Advisory in partnership with Civil, Consulting and Highway Design (CCHD) to provide independent road infrastructure infrastructure cost reviews for the Hills Shire Council Contribution Plan covering the North Kellyville precinct. The North Kellyville precinct is part of the North West Growth Area. The North Kellyville precinct will accommodate up to 4,500 new homes with close access to parks, shops and transport options.

 

The independent cost review team comprised of multi-disciplinary specialists with knowledge in: 

  • Road infrastructure upgrades

  • Signalised intersections

  • Utility diversions

  • Stormwater drainage

  • Constructability

  • Cost estimation
