Review of Road Upgrades and Bridges

The Independent Pricing and Regulatory Tribunal (IPART) is responsible for assessing Contribution Plans submitted by local Councils. Contribution Plans outline Council local infrastructure requirements from new developments. The Contribution Plan will cover Council’s policy for assessing, collecting, spending and administering development contributions. Council will charge development contributions from developers to fund public infrastructure requirements associated with new developments to meet the needs of incoming residents in the area.

Independent Transport Infrastructure Cost Review

IPART appointed Axess Advisory in partnership with Civil, Consulting and Highway Design (CCHD) to provide independent road upgrades and bridge infrastructure cost reviews for the Hills Shire Council Contribution Plan covering the Castle Hill North precinct. The Castle Hill North precinct is part of the Hills District within Greater Western Sydney located 24 kilometres north-west of the Sydney Central Business District.


The independent cost review team comprised of multi-disciplinary specialists with knowledge in:  


  • Road upgrades

  • Signalised intersections

  • Utility diversions

  • Stormwater drainage

  • Pedestrian bridges

  • Constructability

  • Cost estimation
