Independent Transport Infrastructure Cost Review

Axess in collaboration with Civil Consulting and Highway Design have provided technical engineering and cost consulting services to support the Independent Pricing and Regulatory Tribunal (IPART) in the assessment of the Camden Growth Area Contribution Plan.

The purpose of the review was to establish the reasonableness of the proposed costs for road transport infrastructure and benchmark these assumptions and rates against comparable road transport infrastructure in Sydney greenfield and infill development areas.

The review provided IPART with confidence that the majority of the cost estimates provided by Camden Council for road transport works were mostly reasonable, with the exception of shared pathways, where the estimates were based on unrealistic assumptions. The findings of the technical engineering and cost consulting review contributed to the overall cost reduction of $55 million dollars to the project.
